I've noticed while I get a few likes on most tweets, they're rarely the same people. So best would be this times some constant.
Num followers is a terrible metric. Better to track someone's *de facto* followers, e.g., by using [average # of likes per top-level tweet].

I suspect any (proxy) measure that one comes up with, that if put into wide use, will probably eventually get "gamed".

... But I do agree that the "number of followers" isn't a good measure the amount of (let's say) "attention" you have.
