Good question. I have a @timurkuran model in the back of my mind in this paragraph, but I couldn't say how many people in the field define it one way versus another.

I think I figured out what was bothering me. People often speak of elections as one of the key institutions conferring legitimacy in a democratic system. But that has little to do with demonstrating coercive power. Maybe at 2–3 levels removed?
Ah – yeah, definitely don't want to exclude that sort of thing. Identifying with the people who rule over you also makes it not in your interest to resist. Carrots count just as much (maybe even more) than sticks. Though I see how my phrasing might suggest just sticks.
I've been mulling on this and came up with a definition I like (inspired by yours): Political legitimacy is acceptance of the social order and common knowledge of that acceptance. What do you think?

It was just the carrots/sticks thing you identified earlier. I (mis)read your original definition as indexing heavily on the stick, and just wanted something more neutral. Also I needed a succinct/explicit definition for my spaced repetition system :)
