There’s clearly a component of domination here. But if I’m reading correctly, Cameron is pointing not just to the _existence_ of a social/pecking order, but to the fact that the order is cemented in everyone’s minds.
Right – more than just domination, the importance of legitimation is to ensure that that pecking order isn't contestable (which is usually better for everybody, including the dominated, than a situation where contestability is open).
