I think I figured out what was bothering me. People often speak of elections as one of the key institutions conferring legitimacy in a democratic system. But that has little to do with demonstrating coercive power. Maybe at 2–3 levels removed? - 5 more replies

There’s clearly a component of domination here. But if I’m reading correctly, Cameron is pointing not just to the _existence_ of a social/pecking order, but to the fact that the order is cemented in everyone’s minds.
