well, I disagree with the premise a bit. it's not clear that the education system is competent enough to enact any kind of goal. if it was pro-growth, that'd be a good thing in my opinion. things get scary when pie stops growing. "must" is tricky in that it entails "at any cost"

and I would disagree with that... we don't want the education system juking GDP stats etc. but a good education system would prepare people to contribute meaningfully to society and the economy and to innovate which would increase growth
