Ok but seriously this is a subset of the problem of "entrenched rent-seeking bureaucrats, law systems, and elected officials" and whoever solves this will probably kickstart a golden age of which SF housing will be a tiny facet.
Anyway economists have shown for decades that rent control seriously pushes up all the other rents and therefore leads to a massive net increase in housing costs but no one hails them as heroes, instead they just keep electing politicians who don't believe in economics.
