I’ve often thought about writing my own client just so I could have this feature. Wouldn’t even need a client. Just make a separate account that retweets the people you’re interested in once they cross your threshold, and follow that aggregated account.
haha, yes! (And meanwhile, it would pollute their feeds with retweet notifications ;)

I’ve also hoped Twitter might give tweeters the opportunity to put things into categories/buckets/channels. I could tweet about a wide variety of topics, even mundane stuff, with the confidence that followers who are only interested in X will just deselect the other channels.

Precisely. And the last thing most well-meaning people want is to draw negative attention to themselves for doing this. So close, and yet so far. If I could figure out a solution that was that simple, and without major drawbacks, I’d probably write it.
