I don‘t get this. If the statement applies only to the emergence of such phenomena, it seems (intuitively - I am no expert) clear. But „exists“ implies the continuing state, the perpetuation of systems. But this may be due to passive barriers/moats preventing decline/disruption?

If the most persists, it’s probably because of positive feedback. But your point is well taken. Some things can persist for a while out of sheer inertia... just takes them a while to erode. Not a 100% absolute statement, just very broadly true.
