But we’ve got to think differently. Perhaps cut the express service to hourly beyond Newport? A price worth paying to get those single occupant cars off the M4. Just thinking aloud your knowledge is greater than mine. I suspect 3 academics would have come up with 3 answers

Simple answer is tolling to keep local traffic in Newport area off the motorway. Ive always held the view that as in France all motorways in UK should be tolled.
