What has happened to the free Vit D drops which used to be given out to children? Why don't they give them out to all for the duration of the epidemic?

I've just looked it up, Healthy Start vitamins (A,C&D) are available free for under 18's and people on benefit. I think the govt ought to pay for them to be free for all during the pandemic
