How can London boroughs be among the 36 at risk when the highest incidence is in Hounslow which is 58th in the table? Even Bradford (2nd) has only half Leicester's weekly cases.

It doesn’t stack up - they are not revealing Pillar 2 test results in a locality so it’s only a partial picture. Testing is chaos as is tracing
