Kevin, when people in power say stuff that is newsworthy, political journalists will report the news. What Jessica is reporting is what a cabinet minister said to the BBC on the record, supplemented by an additional briefing. Have a good weekend.

I think the general frustration may be that the sources aren't named. I worry, for example, that "sources in Whitehall" might sometimes use the media to "fly a kite"; see how the public react and then either act or deny. "Sources" are unaccountable and unverifiable.
