For me, it’s 50/50. The memorial is merely a plaque on a gate post and he had been drinking. 1) He knew that the plaque was there and intended to insult the memory of PC Palmer 2) He needed to urinate, and didn’t even notice the plaque. I guess that only he knows the answer?

If I was a betting man I’d say he was so out of his head on drink and /or coke he had no idea what city he was in let alone street. But that’s no excuse in the eyes of the law or public opinion
