The key point is: 'Prices for consumers depend on businesses passing on any saving.' I doubt that 'businesses' are so foolish as to pass on 3% of their easy profits. As I see it, this 3% of gov't income or the equivalent of UK jobs/manufacturing will be cashed by businesses.

+This is a way of cutting tax rates on businesses — those that produce nothing, but import from countries where labour is cheaper. The consumers are likely to notice nothing in terms of cheaper products. What they will notice is less manufacturing jobs/money to be spent by gov.

I’m sure many people will notice the price cuts in those essentials they buy every week like freezers, paint and dishwashers. And if they occasionally need an occasional luxury item like fish, meat or veg, they’ll be able to save up.
