We still don’t have excess death numbers for Italy yet, so the comparison can only be with all other European nations who’ve published and we are worst. That could change when Italy publishes excess death stats though

I think that any comparisons can only be a rough guide with the added danger of trying to compare apples with oranges. In terms of deaths to population, Belgium appear to performing worst. Yet, if they can keep R under 1, they could quickly become one of the best performers.

Belgium appear a basket case, but as as you say they should be able to turn it round
