3. Bureaucracies finding it hard to switch course and react fast as facts and understanding changed (for instance it seems that some officials in PHE and DHSC were resistant to shifting from the pre-existing pandemic action plan (prepared for flu) until quite late.

4. In the end, this government and others probably did their best, given the prevailing circumstances, and the determination to have a go at the government and blame individuals for failings over all off this seems spectacularly overdone and driven by people's own political...
