But they still wouldn't have been stockpiling PPE. A 'properly funded' system would have hired more nurses, clinicians etc. There's definitely an argument that they should have started ramping up stock in January 'just in case', but no-one was looking in this direction last year

There was a pandemic exercise undertaken in 2016. They were warned that there would be shortages and the nhs would likely collapse under the strain.

I don't doubt it. But you're an executive at a trust in 2016. Do you buy PPE, or do you address immediate needs in cancer, stroke, dementia, A&E... And if you've enough money for that, I think you then move on to social care support, mental health etc.

In making that decision (in 2016), I'm looking at things like SARS, MERS, Ebola. All of which were regionally contained with limited UK impact. It means we're in trouble now, but the decisions made sense at the time.

Back to governmental underfunding. No matter how deep the argument, how many avenues one takes in debate, it always leads back to the lack of funding conclusion.

I don't think you could ever have enough government funding though. There would always be something more practically relevant to spend the money on, than stockpiling gear for an event which may not happen. Look at the amount we need to spend on social care, for example
