Most likely the reason is financial. Hospitalisation is expensive. The elderly are not worth investment! PPE and face masks cost money. The government doesn't want to spend money. Just spoken to a friend in Pisa, Tuscany. She was very pleased the Council had delivered her mask.

#CareHomes. These homes depend on both hospitals & social services for their inmates so will be reluctant to rock the boat, (even though it's sinking) -
