What happens? Do they get ‘billed’ for the rescue or given a caution? What are the consequence for such foolishness behaviour and putting other people’s lives at risk?

Mountain Rescue are volunteers, so I doubt they'll invoice them. I think they should be able to in situations like this though.

These sort of accidents are fixed up by NHS no questions asked, but you want support for your chronic illness? "Sorry, too expensive, you can pay privately if you like?!" I understand the possible need for trauma care, but it's almost as if stupidity is rewarded, charge them!
