It isn't the parent's fault. Maybe some kids live where is someone abusing substances like booze. Greedy utilities, TV licencing and landlords excavating the final speck of blood out of the stone.
#UniversalCredit, it's mandatory to have a phone if someone uses that argument. -

My wife’s school has started giving every child a toasted bagel first thing, as so many were coming in asking when dinner was a s there mum/dad couldn’t afford breakfast. They fund it by doing fund raising events as there is nothing left in the school budget.
