Because Labour would rather leave power over Wales in the hands of the Tories, and use the Welsh people as a stepping stone to Westminster.

It was labour who committed to a referendum on creating the welsh assembly, and that referendum was won with a v narrow majority if you recall. Devolution is a process. Wales & Scotland are 2 different countries economically

And so different historically around their legal systems, etc.
