To clarify this npc is following me literally everywhere even he shouldnt. Its a pretty major bug that eats away the immersion quite a bit

If you are still having issues you can get him to despawn by getting on a motorcycle and speeding away quickly. Some people have also had luck with fast traveling away from him. Others have also just let him die in firefights. Hope this helps!
