  1. Memorial is the heart and soul of the Russian human rights movement. It is an utter outrage that the Kremlin is now shutting it down. This is a devastating step backwards toward Soviet times.

In a bad year for rights in Russia, International Memorial's closure "stands out for its ruthlessness." Founded as Gorbachev allowed reporting on Stalin's millions of victims, its closure shows "Russian civil society being dismantled at lightning speed."

It's not that Memorial has done anything new or crossed some Kremlin red line. Memorial is doing what it always does -- documenting current Russian and historical Soviet rights abuses. It's the Kremlin that has changed, with a new intolerance of criticism.

It has become increasingly clear that Egyptian President Sisi's much-trumpeted new "human rights strategy" is to continue his repressive silencing of any critic of his dictatorial rule. He hopes Washington will be (willingly) fooled and keep funding him.
