It seems like there's some kind of personality trait where instead of going 'someone should do something about that', you go 'I'm going to do something about that.' I don't know how to teach it but I sincerely think the world is only still around because some people have it.
Are you sure attitude is the limiting factor? IME it isn't "someone should do it" vs "I'll do it", it's "I want to do it but I would burn out instantly, foul it all up, and get in the way of future attempts" vs "I lucked into the ability to do it so I'm gonna".
I believe some would call that leadership :)
