Tories were certainly heavily involved, think they were the first to come up with proposals then Labour came up with different proposals, and the two parties then came to an agreement when Labour were in govt. As always, not clear cut.

This is in fact true. Conservative MP and Health Minister, Henry Willink, first proposed the National Health Service in 1944 with the publication of a White Paper "A National Health Service".https://en.wikipedia.org/wiki/National_Health_Service#History …

No it's not. He proposed it but the Labour Party founded it after winning the General Election in 1945
