CONTEXT: CBP will often sent the aircraft to assist law enforcement agencies for search and rescue missions and civil disturbances with large crowds. The devices are directed to fly no lower than 19K feet (they can’t pinpoint facial features or license plates from there).

The agency sends the footage to a Homeland Security database called BIG PIPE, according to the agency’s privacy assessment. The footage can be requested by law enforcement who can prove they need the footage for corroboration (it can’t be the sole reason for probable cause).
