Spokane PD has the 13th highest rate if civilian murders by the police - higher than Oakland and Baltimore.

Why do we even allow bargaining over discipline/accountability? Why is the police force not managed by civilians (ie the military has civilians at the top). I also want to think through what the alternatives to the police are. We need to be having all of these convos
