I think the concerns are very real. It is law that each person in the US is counted for each census regardless of citizenship so that funds for each state that will effect each person can be divided appropriately.

Ms. Harris, the purpose of the census is to determine the number of CITIZENS in an area in order to allocate Congressional districts. Believe it or not, that particular process is interested in EXCLUDING non-citizens in its count. Not troubled here.
