Why is this <700,00 pop. out of 325,000,000+ pop. in USA such a dominant nat’l issue? Why is this program with a 54% participation rate touted as critical? Why have the legislative sponsors failed to update the bill even after 18 months notice? How does .002% justify shutdown?
