It's the other way around: NOT having money should not condemn someone to rot in jail. The point is to minimize the risk of flight while remembering that defendants are presumed innocent.

Sorry—but the 8th Amendment prohibits excessive bail precisely to avoid the problem of jailing people without a trial. The presumption of innocence and the limitation on excessive bail are clearly linked. Furthermore, the point is to avoid inflicting punishment before conviction.
