I thought legally once a piece of mail is deposited in the USPS system, it's considered delivered. Isn't this true with the execution of contracts? What's wrong with DNS considering the date of the postmark?

It depends on the organization. The forms would have said if the postmark would suffice or if the cut off was a received by date. Sounds kinda fishy. It is really convenient to blame USPS, we've all done it. This issue definitely needs to be investigated.
