It also helps if there are lots of books in the house, children are read to daily and they see adults reading.

In NJ kids tested at 4th grade show 50% are reading below age level! Need special ed to catch up, if they are lucky. @Michael36776349

Most students who are reading below grade level should have Basic Skills instruction individually or in small groups, not Special Ed.
