No, it's the conditions. Redlining neighborhoods, lack of healthcare availability and racism *in* healthcare are some of the issues. Sometimes one must go deeper than 1/8th of an inch to fully grasp a situation.

The main "pre-existing" conditions targeted are: Obesity, Diabetes, smoking, hypertension. Many of these (not all) can be remedied by taking care of yourself.
