The profit motive and the free market do not work for certain services and functions. This is where properly run government comes in. The military, law enforcement, and prison systems are examples. The incentives become perverse when these are private and focused on profit.

It is also a matter of values. Some functions must remain at the hand of the government and not be a source for profit. Only the state must handle the deprivation of individuals' freedom.
