That doesn't work if the physical infrastructure is not in place. There are poor people without access where access is possible, then there are people who live where access isn't possible.

What are you talking about I live in rural Wyoming and we have had internet for 30 some years? Oh and don't forget public libraries my kids actually preferred going there for access.
