Is there a relatively concrete plan for how to acquire that land, in such a way that it ends up being contiguous enough to be useful?

Most has already been identified by tribes. If possible, typically they purchase the land if they have the funds though smaller tribes aren't usually able. The US govt can aid in the purchase and paperwork for tribal acquisition.

I know people from several tribes here down south. The ones with casino/resort properties are booming. Each tribal member gets a nice yearly check, free health care. reservation jobs...
