I think this was likely more a matter of rhetoric. Just like I'm sure Mrs.Harris was not telling avarge citizens to pass a message on to the President.
Someone should tell Donald Trump that you can definitely be impeached for obstruction of justice.

This isn't against Kamala Harris who I really like. It was a response to the guy who said she should impeach Trump. She is in the Senate. They uphold impeachments (convict). The House impeaches (indicts).
