Can someone please explain why they can simultaneously be their own tribal nation and also part of the United States? Genuine question. Why do they get both? Are they considered a territory like PR?

Well, you see there's this thing where the US government forces them to be part of the US in material reality, and so whilst their sovereignty is denied, the least the US gov can do is give them full voting rights, and increase their ability to vote.

As a Cherokee I find this idea makes Native Americans out to be inadequate to vote on our own accord.

States are doing it. She's saying Native IDs should be sufficient and that states should not impose additional hurdles. https://www.npr.org/2018/10/13/657125819/many-native-ids-wont-be-accepted-at-north-dakota-polling-places … You can do an Internet search for "Native American ID voting" or something similar.
