I think her plan is using the Pell Grant program to identify some of the population it will help. In other words, in order to qualify for her program, on way is have been a Pell Grant recipient.

Watching my wife start & keep a successful business going, it’s clear to me that Libertarians & other people that tell everyday folks “just start a business” have never, EVER tried it because it’s ludicrously complicated & difficult.
