Fight for something more reasonable and gradual then. Something that won't make places delve further into automation and laying off workers because of it being so drastic. Side note: thanks for bringing up the water issue my town suffers from. I just saw it today.

States that increased minimum wages set things on a gradual schedule. Washington passed an increase of about $1.50/year up to $15 minimum. I don't think anyone expects a $7 to $15 increase in one year.

Pre-emptive comment for those who suggest a higher wage would hurt businesses: If you want to start a business, budget a living wage for your workers. Or do something else. We have enough to cut taxes for the 1%, we can help the working poor and our students.

What if tax breaks were tied to the % of wage workers working 35+ hours at or above $15/hr(or cost of living)? It's an odd idea I wonder if people smarter than myself have though of.
