Specifically, how would your plan reduce insulin list prices?

Looks like the plan is to set caps based on int'l prices and penalize any company that charges more by taxing their profits at 100%. That revenue goes to insurers and then to patients as rebates. If list prices don't drop, point of sale rebates increase - if insurers play fair.
