How about funding for increased personnel to complete these test kits. We have a shortage of qualified individuals to handle not only these types of tests but other crucial tests as well. Let’s invest in people.

And eliminate the statue of limitations on charging & reporting that some states currently have. Oh, and you can get a kit without reporting so it’s available for the survivor if/when they to decide to report & do not feel pressured to immediately report.
