As CA Attorney General, she only brought charges under California state law. Federal laws are enforced by US attorneys, who work for the Department of Justice. That's how federalism works.

On American Idol, Katy Perry makes $25M while Luke Bryan and Lionel Richie each make $7M. They sit right next to each other and all talk about the same. So...this would mean American Idol is in violation unless all 3 make $13M?

So why not enforce Kennedy's Act from 1963? Why create another law if you are not currently enforcing the 1st?

Because Kennedy’s act didn’t include any sort of reporting mechanism. Without that the only way to know if a company is committing pay discrimination is for the potentially affected to investigate themselves. Seems like a risk most people don’t want to take.
