As San Francisco's DA, I created Back on Track, a program designed to prevent recidivism among nonviolent, low-level drug defendants. The program provided job training and support and strengthened the community. More initiatives like these can reform our criminal justice system.

We've got to cut the pipeline into prisons off and get young people to buy into society as well as their future within it. If we don't, I think we're failing them. We have enough resources, our allocation leaves something to be desired.

It's not only cheaper to do these initiatives, but they are more effective than jail.
