California has one of the worst air quality in the country. Taxes don’t work. Subsidies to “green” corporations don’t work. Maybe try responsible investment in public transport infrastructure.

If CA can't define its own standards to ban polluting vehicles then perhaps it could introduce pollution-based registration fees that put high costs on running such vehicles.
