No. This is due to education funding being tied to home values. The same problem exists in every rural school district in the country.

What is the reason or explanation for this?

My guess is that much of district funds come from property taxes in the surrounding area, so high-poverty districts likely take in lower tax revenue.

Is that not directly related to property taxes ? Grew up in lower end neighbor hood in Portland Oregon. The few good teachers left for nicer schools in nicer neighborhoods. I was / am White .

I never understood why ‘failing school’ should lose funding. It seems like struggling schools need more money for security, smaller class sizes, better equipment, better food & more programs that focus on what is causing these kids to struggle. Denying them money makes no sesnse.

I see it every day. I am a school nurse, teachers are spending their own money to buy school supplies like pencils, paper for the students and dry erase markers so they can teach. Some even buy fruit like bananas, apples, tangerines or oranges to give to their students.
