Of course, not all of that is an "unfair system" ... some of it is poor financial planning and money management.

I'd like to add to this ... I'm a lib (I suppose a "libtard" for some), so I do believe that there are people who are genuinely struggling. But, if nearly half can't cover $400 ... well, then we are not educating our citizens very well about money management.
