No! It ensures that everyone in the country legally is counted. States should not be rewarded with extra congressional seats and appropriations due to illegals.

The constitution uses the terms "citizen" and persons very deliberately. All *citizens* have the right to vote. All *persons* are counted in the census. Every person in a state is counted, regardless of race, religion, creed, or immigration status.
