We need to put in legislation to prevent budget impasses from shutting down the government. A change is needed to maintain budgets at constant levels until budget impasses are resolved.
The government is finally open again after the longest shutdown in our nation’s history but that doesn’t mean this is over. For thousands of people, the repercussions could last months or even years. We can’t put them through this again in three weeks.

Pass a bill making the only way for a government shutdown is with approval of Congress. At least get the Coast Guard out of homeland security. They are military

The Coast Guard is empowered by independence from the Defense Department. In my time we were under Transportation, and before that, the Treasury. This allows for strong reach into civilian safety and interaction, which the military does not enjoy.
