Shouldn’t every single American be included in a anti lynching bill. It’s the lynching that is bad regardless of who you are and what you believe. It’s one group yesterday, another group today and maybe you tomorrow.

That’s why I’m confused. Why include “lynchings motivated by” in the language if it’s the act of lynching that is horrific? Period. Full Stop. “Lynching is banned except in the case of ...” is how it sounds to me. Maybe we need the full text?
